[HelpDesk] LDraw Installation

I have downloaded the Windows Installer, and tryed to install it on Windows XP Home Edition SP2.  When I double click the .exe, it does nothing.  The file is still in use afterwards, because I cannot delete or rename it, I have to turn off, and turn back on my computer.  Do you have an idea as to why this happend?
