[HelpDesk] Need Help Loading LDraw

Hi, when I use manual installation instructions, I have been able to load ldraw027.exe and download complete.exe, but am unable to create my parts list.  I want to create my parts list using my internet connection and am getting a strange message that tells me C:\ldraw "refers to a location that is unavailable".   When I try the "recommended" way, ldraw027.exe will not load.
