[HelpDesk] can't install

The quick install is not working for me. I get a message to enter in drawn letters and click on submit. The download appears to work. Then when I attempt to execute the file, there is a quick display of a black window that looks like the command line and then nothing happens.
I've re-done it saving it to the top level of the c: drive
