LPub is the application that can help you make building instruction images (in 3D) of LDraw Models. MLCAD is also able to do this but the images are in jpg and in lower quality.
However, before either of these can do that one VERY IMPORTANT thing must be in the ldraw file. The command STEP. STEP lets these applications know that the model is made of of various steps and thus MLCAD/LPUB will create individual steps for the creation of building instructions similar to what you see in offical LEGO models.
Looking at the MPD file that you sent the files DOES NOT have any steps in it so the only thing that either program will render is the finished/completed model. Whomever created the model did not any steps to it. If you want to make building instructions out of the model you will have to add steps in yourself of where you want to show the different images for the building instructions. You can add STEPS in MLCAD by clicking on the icon in the toolbar with the S on it or go to Edit -> Add -> Step.
