[HelpDesk] LPub.exe Problems

Hi There,
 
I'm just installed your MLCad series of programs, and I was very excited about making step-by-step instructions.
 
However, I've run into a small problem when I try to run LPub.  I get the following message:
 
"LPub.exe - Unable to Locate Component
 
This application has failed to start because rtl60.bpl was not found.  Re-installing the application may fix this problem."
 
I've tried re-installing everything twice, but to know avail.
 
Any further advice about how to fix the problem?
