  The LDraw website has got a corrupt file of the installer and thus why you are seeing only a dos black pop-up window appear and dissappear.

  Dan can you please redownload the file from the link above and uplaod that to your server.  I'm not sure why it got corrupt.  It may be that the file is a .exe as oppose to a typical .zip.  If you want zip it (you won't save space) but at least that way it might be easier for people to download.
