The ALL IN ONE LDraw installatio file will install LDraw and depending on which option you choose will also install POV-Ray 3.1g, POV-Ray 3.5 and POV-Ray 3.6.
The basic install option will **NOT** install any of the POV-Rays. The intermediate will install all 3 while with the advance option you can choose what you want to install.
POV-Ray 3.xxxx is NOT an LDraw supported software. The LDraw community uses it to render 3D life-like images of their models. All 3 POV-Rays will work on Windows 98 and higher.
Since you cancelled the installation of them you have nothing to worry about. You can still use LDraw. You will not however be able to create images like the ones in these folder:
http://www.brickshelf.com/cgi-bin/gallery.cgi?f=37564
All the images of the models in those folders were created with POV-Ray.
Here is an example of what make POV-Ray so great.
Below is an image that was rendered by POV-Ray

Here is an image that MLCad can give you:

Notice how the POV-Ray images look real while the MLCad show the model.

does this program run on windows 3.1 or on XP?
I Canceled that instalation window, then another window apeared, with
