Step 2 states the following:
Use 7-Zip (http://www.7-zip.org/) (recommended), winzip (http://www.winzip.com/) or winrar (http://www.rarlab.com/) to unzip the file. THIS STEP IS NO LONGER NEEDED.
The last setence advises that the step is no longer needed as the link in step 1 is not zipped but the actual executable file.

You might like to know that the latest "ldraw_setup_2006q3_full_i.exe" does not install as downloaded. According to 7-Zip the EXE file contains one Unix file called "[Content]". If you extract that file and then rename it with an EXE extension, then everything installs fine. In other words, the self extractor isn't working for some reason--at least, not on WinXP Pro regardless of compatibility modes.
