Step 2 states the following:
  Use 7-Zip (http://www.7-zip.org/) (recommended), winzip (http://www.winzip.com/) or winrar (http://www.rarlab.com/) to unzip the file. THIS STEP IS NO LONGER NEEDED.
   
  The last setence advises that the step is no longer needed as the link in step 1 is not zipped but the actual executable file.

If you extract that file and then rename it with an EXE extension, then everything installs fine.  In other words, the self extractor isn't working for some reason--at least, not on WinXP Pro regardless of compatibility modes.
