The ALL IN ONE INSTALLER was designed to work on stand alone computers that are not part of a domain.  The term ADMINISTRATOR refers to the local user group on Windows XP called administrator.  Depending on how your network is controlled you may be in the group called "administrator" for that PC but have limited admin rights.

What I suspect is causing the error is that the installer attempts to add files into the WIDOWS/SYSTEM 32 folder.  This is typically a NO-NO in terms of security settings that network administrators look for when people install software.

However there is a solution for you but its going to require some work on your end.
You can install the LDraw parts manually and bypass the "ADMIN ERROR".

I will give you the BARE BONES configuration that you will need.

1) You will need 4 files:
LDraw027.exe, complete.exe, MLCAD and LDVIEW.

Follow the steps in here for files ldraw027.exe and complete.exe

2) Download MLCAD from here:

Click on DOWNLOAD
Next create a sub-folder called APPS under C:\LDraw
Next create a sub-folder called MLCAD under C:\LDraw\Apps
Now unzip the contents of the download into C:\:LDraw\Apps\MLCAD
Look for the MLCAD.EXE file and create a desktop shortcut

You will use this to create all your models.

3) Download LDView from here:
http://ldview.sourceforge.net/

Click on DOWNLOAD
Next create a sub-folder called LDVIEW under C:\LDraw\Apps
Now unzip the contents of the download into C:\LDraw\Apps\LDVIEW
Look for the LDVIEW.exe file and create a desktop shortvut

You will use this program to view your finished models in 3D on your computer.

why can't I install the software using a domain account with
 administrator privileges?  I've double checked the account, it is part of the
 local administrator group.  However the installation keeps telling me I
 need administrator rights to install ldraw_setup_2006q3_full_J.exe.
