Did you try download the ALL IN ONE INSTALLER?
  http://www.ldraw.org/GetStarted-Win.html
   
  What you download was just the LDraw Parts Library and the original DOS editor.  You will need a graphcial 3rd party editor such as MLCAD to get LDraw to work in a Widows-like window.
   
  The ALL IN ONE INSTALLER does this for you.

Hello!

I did everything as the instructions writes.
After I installed everything I make run the LDRAW.EXE and comes a black panel and then it's stopped, again the windows tabla :) .
I've installed ldraw027.exe and complete.exe too.
What can be the problem?????
