Yes and No is your answer on the converter.
  You COULD convert the .dat to the 3DS file format however the results are not what you expect.  You see the LDraw format is a very simple format that only provides the "outside shape" of objects in this case LEGO parts.  However when dealing with real 3D objects in the more advance 3D software you need more than just the "outside shape" of the object.  You need "skin", where the object is in space, etc...
   
  If you convert the LDraw parts at most you will be a wire frame of the part becuase  they have no volume, no boundries of where they strat, stop, etc..
