[Ldraw-content] LDrawMOTM Upgrade

The LDrawMOTM upgrade is complete and carries with it 2 significant 
upgrades:

All user accessible page templates are now fully editable in much the 
same way that the theme file are in Xanthia.

Ballots now have categories and the ballot index user page can be 
filtered to only display a certain category.  I updated the link in the 
MOTM block to take advantage of this and only display ballots in the 
Contests category.
