[Ldraw-content] Specifications main page

I just made a quick edit to the specifications main page.  Basically I 
split the standards section into two different sections: LDraw.org File 
Format Standards and LDraw.org Official Library Standards.  I felt that 
while these 2 categories are related, they are different enough to 
warrant separation (i.e. the library standards apply only to the library 
and not to general LDraw files).
