[Ldraw-content] Forwarding thoughts about the MOTM/SOTM contest

I just thought of a way to get a lot of what I'm hoping for without  
too much work.

Hold the "of the month" contests like normal, but announce a theme  
for the quarter.  The 1st month of the quarter will be a small MOC  
contest, 2nd month a medium, and 3rd month large.  I don't know how  
to judge what is an appropriate size.

I think the scenes have the option of being re-submitted each month.   
However, each month judges give feedback on how to improve the scene  
and see if the next month they can make it a winner.  Seriously, the  
scene competition really is a ray-tracking AND composition  
competition, and by giving feedback, we will be arming the  
contestants with the ability to create awesome scenes.

The final month of the quarter of both contests should generate the  
most honorable mentions, and worthy of the largest prizes.

Is there a work in progress (WIP) discussion section on Lugnet?  I  
don't think there is... I say we just do all scene discussion on the  
raytracing forum.

Voting begins the last day of the month and is open for 2 or 3  
weeks.  So winners will be announced while the next contest is  
already accepting submissions.

And I already know a good first theme.  My favorite: orbiting  
vehicles!  (MOC's would include things that fly or drift around  
something else, and scenes might include a planet, but not  
necessarily...)  It is probably too late to start this for Oct.  Oh  
well.  So maybe either November or next January.

I'm not sure how to pick judges.  Nominations?  Of course they can't  
compete in the contests they judge.  Each judge can be over a  
particular thing to be judged as well.  And somehow we'd have to  
assign weight to each thing that is being judged as well as the  
weight of public voting vs panel voting.
