For what it's worth, it was also broken in Firefox 1.5, and while it wasn't
"broken" in IE 7, it didn't really look all that great with the two columns
for the admin announcement.  It looks better now, and the alternate
background color does a good job of distinguishing the administrative
announcement from the rest.  However, the new format unnecessarily limits
the width of the main column.  I think there's an empty column that really
shouldn't be empty (colspan is one two small?).
