[Ldraw-content] MOTM user submissions

I'm about 80% with adding user submission capability to the MOTM module.

The sticking point right now is how to handle files and images.  Right 
now we have very specific places for files and images that require admin 
access.  I have a few solutions in mind, none of which totally satisfy 
me.  I'd like to hear you're ideas on the matter.
